§1Purpose & Structure

The Executive Committee exists to maintain fair, unbiased decision-making in all CHA leagues — particularly around trade vetoes, rule changes, rule interpretations, and interpersonal disputes.

  • Composed of 10–15 GMs, including the Commissioner
  • One assigned League Representative per league
  • Plus other voting members

§2Responsibilities

  • Review trades from all CHA leagues; initiate arbitration if necessary (majority vote required)
  • Vote on questions of rule interpretation. The Committee may settle some matters internally, or pass them to the leagues' GMs for discussion and debate
  • Vote on potential rule changes

§3Members

  • Any GM in a CHA league may nominate themselves
  • Each league is represented by at least 1 GM; some GMs may represent more than one league
  • The Commissioner serves on the Committee
  • One-year terms, with no limit on total or consecutive terms
  • Only the most committed, active, and knowledgeable members will be selected
Key Rule
Members are expected to be reachable at all times. No more than 24 hours should pass without an Exec Committee member responding to an issue, unless prior notice was given.

Compensation

  • Exec Committee members receive an extra $3 million in cap space for the league they represent
  • Half is awarded on June 20
  • The other half on January 1
